What is the best (most cost effective) online advertising for a small business?

We are now using Overture/Yahoo and Google Adwords so these are known. We are in the vacation rental business.

    LINKS! OK, let me back up a second, first make good use of meta tags on your website, be creative!

    Re-use certain words from description in the keywords tag, and also use the "abstract" meta tag, again using keywords.

    Using certain words over and over throughout your web-page, both under the hood and on the face, helps index you better when a search bot comes’a'callin :)

    Once you are happy with your SEO (search engine optimization), do searches for places on-line that exchange links, find places to post your link that fit in. Example, if you sell toys, find kids related websites to exchange links with.

    Between proper use of meta tags and building up incoming/outgoing link exchanges, you will be indexed really well for free, well, at the cost of your time, but that’s better than paying for keywords and such :)
